2013-06-25 数値で語る政治

東京都議会選挙の結果は、どうでも良いのですが、その投票率を見て愕然としました。

"30%"に達していない。

このことをもって、「未来を放棄している」と非難するのは簡単ですが、有権者にも言い分はあります。

「お前たち(立候補者、各政党)の言っていることは、分からん」

起きている時間の大半を、政治的な活動をしている政治家たちと違って、有権者である私達は、日々仕事や育児、子どもの教育などで、毎日忙しいのです。

候補者が投票して欲しいのであれば、政治について考える時間が「一日5分以下」の我々に向けた「プレゼンテーション」を考えろ、ということです。

この「プレゼンテーション」で一番効率的なやり方は、「経済効果」です。

「経済効果」は、「一日5分以下」どころか、「一日の時間のほぼ全部の時間」に対するアピールになるからです。

「経済効果」とは、詰るところ「金」です。

原発問題でも、高齢者福祉問題でも、少子化問題でも、若者の就労問題でも、全部「金額」に換算して計算すれば助かるのですけどね。

そうなると、有権者側にも、金額に対するスケール感が必要になります。

これは「教育」が担当する範囲になります。

例えば、・・・

と書き出してから、ちょっと国家予算について、調べてみたのですが、これが良く分からんのです。

一般会計とか特別会計とか、ぐちゃぐちゃで、一度、自分で理解してみないと、とても、書けそうにありません(ので、また別の機会に)。

前にも書きましたが、娘たちには、「国家に関する金であれば、とにかく、1億(人分)で割ってみろ」とは言っています。

■日本のGDPが、だいたい500兆円だから、国民一人あたりが稼いでいるとみなせるお金は、年間500万円

■日本の国債発行残高が、だいたい1000兆円だから、国民一人あたりの借金は1000万円

■「宇宙兄弟」で有名になった、JAXA(宇宙航空研究開発機構)の3,390億円は、国民一人あたりの負担でいうと、年間3390円くらい、―― 映画館に年2回いく位の感じ。

街頭演説は、「あなたの財布から○○円貰います」「でも△△の為に有効に使います」と、数値で語れ。

政治に関しても、いつまでも、「1円、2円、3円、・・・たくさん」では、立候補者も有権者も、恥かしい。

これをベイズで推論する為には、以下の3つの数値が必要になります。

In order to estimate the hypothesis by basian, you need at least three parameters.

(1)まず、仮説が正しいという条件(パートナー(男性)が浮気をしている)下において、下着が存在する確率を見積る。

(1)First of all, you have to estimate the probability of the underwear existence under the condition of "your partner has an affair".

■この場合、下着とは「パンティ」である。

- In this case, the underwear is a panty.

■パンティが、そこにある理由は、特に説明を要しない(だろう)。

- There seems to be no explanation of the reason that the panty exist here.

■しかし、パートナーが浮気をしていれば、慎重に振る舞うのではないか。

→ あなたは、パートナーが浮気としているとした場合、パンティが存在する確率を50%と見積る。

(2)次に、仮説が正しくないという条件(パートナー(男性)が浮気をしていない)場合、下着が存在する確率を見積る。

■パートナーがハンカチと間違えて買ってしまった。

- Your partner bought the panty instead of a handkerchief by mistake.

→既婚者の4%が配偶者を裏切って浮気するというデータがあるので、これを採用する。

私、投薬と疾患発生率の例題で、このベイズ推定値を手計算したことがあるのですが、計算用紙10枚、所要時間3時間が必要でした。

Previously, I tried to calculate the same pattern's problem (Disease incidence and medication) by Basian , and finally I needed more than three hours and ten calculation sheets.

で、もう、こんな計算はゴメンでしたので、NTTデータ数理システムさんの「BAYONET」を使わせて貰っています。

I had enough of such calculation, now I use a tool "BAYONET" that is presented by NTT DATA Mathematical Systems Co.Ltd.

その結果、本に記載されていたのと同じ計算結果「29%」が算出されました。

As the result, I could get the answer of "29%" as the same of the book that told me.

タンスの中に、パンティが入っていたとしても、パートナーの浮気の可能性は、まだ29%程度です。

Even if a panty is in your chest, the possibility of your partner's affair is still around 29 percent.

パートナーを問い詰めるには、まだ十分ではありません。

月に1度しかない、職場の強制定時退場日のことです。

ネタ元を検証しないまま、「いいね」ボタンを押したいし、『これはヒドい』という6文字だけを付けて、上から目線のリツイートをしたい。

ラクそうだし、いい気分になれそうです。

It looks like easy, and I am going to make me feel good.

最近、新型感染ウイルスに対する、具体的な対応を提唱し実施した人物を、結果から批判する記事やコメントが目立ちます。

これらの記事やコメントは ――

『燃えさかる家屋の前から逃げ去った奴が、その後、現場検証の時、消火の手順に難癖を付けるような』 ―― すさまじい下品さを感じます。

A person who ran away from a burning house, says "difficulty with firefighting procedures" during a subsequent site inspection. I feel that it's tremendously vulgar.

―― 全てが終った後で、安全なところから、闘ってきた人の背中を撃つ

"Shooting someone who has fought back from a safe distance, after everything is done"

まさに、これです。

This is exactly it.

まあ、私も、自分で言うのもなんですが、「燃えさかる家屋の前に、無理矢理押し出されたこと」があり、同じように「何とか鎮火した挙句に、難癖を付けられた」という経験があります。

Well, in my experiments, I was once forced out in front of a burning house. And I've had the same experience of "I've managed to put out the fire, and after that I've had a difficult time with it".

私は、こういう「後ろから背中を撃ってきた」人物を、生涯、絶対に許さないことに決めています。

もちろん、私は、社会人ですから(そして、若いころは劇団員でしたから)、日常生活での「外面似菩薩、内心如夜叉(げめんじぼさつ、ないしんにょやしゃ)」は、徹底しています。

Of course, I'm a working man (and I was a theatergoer in my youth),so in daily life, "Fair face, foul heart" is a thoroughgoing practice.

ただ、これらが、「背中を撃つ」行為であるとしても、全ての批判を全て止めてしまっては、物事を良くしてくことができないことは事実です。

However, it's also true that even if these are "shots in the back" acts, you can't make things better if you stop all the criticism.

私のコラムなんぞ、他者への批判が全体の半分を占めていると思います。

2021-06-25 ―― 一体、裁判所も、立法(国会)も、『識別子の取扱い』ごときに、なんで、こんなにゴタゴタしていやがるんだ

夫婦別姓についての最高裁判決については、私はあまり語ることができません。

I cannot say much about the Supreme Court's decision on marital separation.

なぜなら、私は、氏名を「オブジェクト識別子」として認識しているからです。

Because I recognize a name as an "object identifier".

私は、誰もが、法定の成人時(18歳)に、自分の自由意思で、自分の好きな「名字」も「氏名」も、自分の好きな識別子に変更できれば良い、と思っているからです。

This is because I believe that everyone should be able to change both their "last name" and their "first name" to any identifier they want, of their own free will, at the age of legal majority (18).

一番近い考え方は、商標の「自他商品等識別機能」だと思います。

I think the closest way to think about this is the "self-discriminating function" of trademarks.

「(妊娠)中絶は女性の権利」というアメリカ合衆国最高裁の判断が、49年ぶりに覆った ―― というニュースに、かなりショックを受けています。

I am quite shocked to hear that the judge of the U.S. Supreme Court has overturned the decision of "(pregnancy) abortion is a women's right"

2年間だけですが、米国に赴任した経験から言うと、『あの国の国民、下手すると日本より保守的な国民性』ということを知っています。

Speaking from my experience of two years work in the U.S. I know well "the people of the U.S. nation are more conservative than that of Japan".

その時に、「NHKラジオ英会話」に登場する、民主党で、リベラルで、インテリで、ロジカルな米国民というのが、『かなりの幻想である』、ということを思い知りました。

While the days, I had known that "the nation in the country is liberal, intelligent and logical like the Democratic party" is just our illusion.

Yesterday, Mr. Odajima Takashi passed away. He was 65 years old.

江端の理系的思考のベースが、故小松左京先生の著作すれば、江端の批判的思考のベースが、故小田嶋隆さんの著作でした。

My base-knowledge of scientific thought was the books of Komatsu Sakyo-sensei. On the other hand my base-knowledge of criticism thought was those of Mr. Odajima Takashi.

2023-06-25 ―― もはや、賢者も歴史から学ぶことはできないんじゃないかなぁ

「愚者は経験に学び、賢者は歴史に学ぶ」は、ビスマルクの格言ですが、

"Fools learn from experience, and wises learn from history" was Bismarck's maxim; however,

―― もはや、賢者も歴史から学ぶことはできないんじゃないかなぁ

"I wonder if the wise can no longer learn from history."

という気がしています。

I come to think so.

すぐに思う浮ぶのは「コロナ」と「ウクライナ」です。

The two that immediately come to mind are "Corona" and "Ukraine."

全く、予想もできない事態が起きて、私のような素人はもちろん、いわゆる専門家と言われている人ですら、予測の範囲内にないことが発生し続いてきましたし、続けています。

Unpredictable events that are not within the scope of prediction of even so-called experts, let alone laypeople like myself, have occurred and continue to happen.

例えば ―― 『我が国は、とっとと白旗を上げて降参していれば良かった』という、太平洋戦争における米国との戦争についての私の歴史認識は、今、現在進行形で『本当にそうだったのかな?』と思わせるに至っています。

歴史に学ぶのであれば、こんな疑問は発生してこないはずです。
