次女さんのレビューを読み、ちょっとだけ思ったのは、変な言い方ですが、「恐怖心が足りない人も多数いるんだろうな」ということです。

I read your second daughter's review and thought for a moment, in a strange way, that there must be a large number of people who do not have enough fear.

一時期、「コロナを正しく恐れよう」と、ニュースなどでもいわれましたが、おそらく、死者数がかなり少ない日本人にとっては、「コロナでどんどん人が亡くなっていく」という状況を、現実のものとして感じられないんだろうなと思うのです。

The number of infected people has increased rapidly, however, many young people may be wondering, "Is corona really that scary?

あとは、重症がどれだけつらいか、恐ろしいかを想像しにくいということも、あるかもしれません。

The other thing may be that it's hard to imagine how painful and frightening the COVID-19 can be.

私などは、今回の「付録1」を読んだだけで「ひーーー!ぜったい、ぜったい、感染したくない!!!」と、怖くて仕方なくなるのですが…。

In my opinion, I just read this "Appendix 1" and said, "Heee! I really, really don't want to get infected! I'm so scared....

これがもし、SARSのように致死率が高かったり、エボラのように、穴という穴から出血して亡くなるという恐ろしい死に方をしたりする感染症のパンデミックであれば、外出自粛も、ワクチン接種も、全然違う捉え方をされていたかも、とも思っています。

If this had been a pandemic of an infectious disease with a high fatality rate like SARS or a horrible death rate like Ebola, where people bleed to death from holes in the ground, I wonder if people would have taken a completely different approach to refraining from going out and getting vaccinated.

2021-11-02 視力検査とは、「目」で見るのではありません。「心」で計算するものです。 [長年日記]

昨日、人間ドックに行ってきました。

Yesterday, I went for a physical checkup.

I enjoy my own "ultra-precise weight management" as a hobby.

ですから、人間ドックの日には、目標体重と誤差0.1kg以下(つまり、メータスケールではドンピシャ)を出すことに、愉悦を感じるという、妙な性癖があります。

Therefore, on the day of my physical checkup, I have a strange habit of feeling pleasure in achieving my target weight with an error of less than 0.1kg (that is, right on the meter scale).

まあ、社会通念的には「良い性癖」だとは思うのですが ―― 『健康管理』というより、『健康"制御"』している感じですが。

Well, I guess it's a socially accepted "good habit". It's not so much "health management" as it is "health control".

当日は、病院までの発汗量まで計算して、備えていました。

On the day of the event, I had prepared to even calculate the amount of sweating I would have to do to get to the hospital.

昨日は、これまで経験のない「午後スタートの人間ドック」でした。

Yesterday was the "afternoon start human health checkup" which I have never experienced before.

病院に到着してみたら、参加者は私一人だけでした。

When I arrived at the hospital, I was the only participant.

実質、待ち時間なしで、どんどん検査を行えたのはよかったのですが

It was good that we could do more and more tests with practically no waiting time, however,

―― 体重測定の順番の前に、バリウムを飲まされる

"They made me take a Valium before my turn to be weighed"

という、予想外のトラブルに見舞われました。

This was an unexpected trouble.

『なんてことをしてくれるんだ! これで、私の体重が300gは増えてしまうではないか!!』

"How dare you! This is going to add at least 300 grams to my weight!"

と ―― しかし、そんなんことで、「バリウム検査を、体重測定の後にしてくれ」と言えるほど、私も心臓は強くない方です。

I wanted to scream, but I don't have a strong enough heart to ask for a barium test after my weigh-in.

結果として、+0.1kgという結果になりました。

The result was +0.1kg.

あのバリウムさえなければ、-0.2kgになっていたことを思えば、逆に目標値に近くなったとも言えますが ――

If it weren't for the Valium, I would have been -0.2kg, which was far to my goal.

今一つ、納得できません。

However, I am still not convinced.

来年からは、「巡回セールスマン問題」ならぬ、「巡回検査問題」も加えて、事前検討をしたいと思います。

From next year, I would like to add the "traveling check-up problem" like, "traveling salesman problem" for preliminary consideration.

2021-11-03 ―― 国民から毛虫のように嫌われていても、党としては絶対に必要な人物 [長年日記]

『選挙の投票が締め切られた後の、選挙速報番組って、自己採点みたいなものだよな ―― 他人の』

"After the polls close, a quick election report is like a self-grading program -- someone else's"

と思いながら、録画していた選挙特番を、ダラダラと見ています。

I've been lazily watching the election specials that I had recorded.

もうすでに分かっている選挙結果をレビューするのは、非常に悪趣味ですが、同時に愉悦でもあります。

Reviewing election results that we already know is in very bad taste, but also a pleasure.

結果が分った後から見る、選挙前の新聞各社の予測や、テレビ各局の出口調査結果をレビューするのも楽しいです。

It is also fun to review the predictions of the newspapers before the election and the exit poll results of the TV stations, which we will see after the results are known.

As I wrote over here, I wonder if predicting elections is still "difficult".

あるいは、各党の獲得議席の順番は、きちんと当ててきていることは「凄い」というべきなのか。

今回は、各局の予測精度を調べて、比較してやろうと思っていたのですが、面倒くさくてやめてしまいました。

For this election, I was going to check the prediction accuracy of each station and compare them, but it was too much trouble and I decided not to do it.

実際に「当選確実」は、各局の独自の(勝手な)判断ですので、時々「訂正」が出ることもあります。

The "virtual winner" is determined by each station on its own (arbitrary) basis, so sometimes "corrections" are made.

しかし、これに対して、怒り心頭という人もいないようです ―― 立候補者とその支援者を除けば、開票後の結果が分かれば、それで十分ですので。

However, no one seems to be very angry about this. Except for the candidates and their supporters, it is enough for them to know the results after the polls open.

『でも、あいつと、あいつだけは、我が国の国政には不要な人物だと思うんだよなぁ』 ―― と、私のように同じように考えている人は、世の中に沢山いるでしょう。

But I don't think both he and she are the only ones we need in our national government. I'm sure there are many people in the world who think the same way I do.

だからこそ、この投票システムは「これで良い」のかもしれませんが。

Maybe that's why this voting system is "the way to go," though.

2021-11-04 何年か後に、『GHz帯の電波の直接照射によって、発ガン率が劇的に高まることが分かった』としても、その時には手遅れです [長年日記]

我が家では、現在、無線LANのアクセスポイントが「5台」起動しています。

In our house, we currently have "five" wireless LAN access points activated.

我が家は、巨大な屋敷ではなく、普通の一戸建てです。

Our house is not a huge mansion, but an ordinary single-family house.

なぜ、こんなことになっているかというと、『無線LANが繋がらない』と家族が私に不平を言ってくるからです。

The reason why this is happening is because my family complains to me that 'the wireless LAN is not connected.

以前にも説明しましたが、私、無線LANの通信というものを信じておらず、特にリモートワーク用の機器は、全部LANケーブルで繋げています。

As I've explained before, I don't believe in wireless LAN communication, especially for remote work, so I use LAN cables to connect all my devices.

無線は「ヌルポイント」という、距離に関係なく無線電波が干渉して消失するポイントが発生するので、結構な頻度で伝送失敗するケースが発生します。

Wireless causes "null points," which are points where wireless radio waves interfere and disappear regardless of distance, so there are cases of transmission failure quite often.

こういう場合は、場所をちょっとずらすとか、あるいは、いったんデバイスを切って、再接続することをすれば足りるのですが、私を除く家族は、そういう技術的な工夫をせずに、もっとも簡単なことをやります。

In such a case, it would be enough to shift the location a bit or disconnect and reconnect the device, but my family, except for me, does the simplest thing without such technical devices.

別に私、無線インフラの管理責任者でもないし、報酬を貰っている訳でもないのですが。

I'm not in charge of managing the wireless infrastructure, and I'm not paid to do so.

むしろ、日本人の普通の家では考えられないくらい贅沢なIT環境を安定供給しているつもりなんですけど ―― ちょっとした不具合がでれば、すぐにクレームをつけてきます。

Rather, I think I am providing a stable supply of a luxurious IT environment that is unthinkable in a normal Japanese home. Even so, if there is a slight problem, they will immediately complain.

これは、日本のみならず世界のインフラ(水道、ガス、電気)をメンテナンスしている事業者への、一般人の対応と同じです。

This is the same way the general public deals with the businesses that maintain the infrastructure (water, gas, electricity) in Japan and around the world.

水道、ガス、電気は、まあ、命の関わるインフラですが、ホームLANは、そういう訳ではありません。

Water, gas, and electricity are, well, life-threatening infrastructures, but that's not the case with home LAN.

ホームLANなど、なければ、ないなりになんとかなるものです。

If they don't have a home LAN, for example, they can do by without it.

で、まあ、私がどうしたかと言うと、テーブルの真横までLANケーブルをひっぱってきて、小型の無線LANのアクセスポイントを、キッチンテーブルの真横に置く、という、徹底的な「近距離戦略」を行いました。

So, what I did was to pull the LAN cable right up to the table and put a small wireless LAN access point right next to the kitchen table, a thorough "short distance strategy".

距離にして、1メートルちょっと、といったところでしょうか。

The distance is a little more than a meter, I think.

もうこれは、スマホに、LANケーブルを接続するのと、ほとんど同じようなものだと思いました。

I already thought that this was almost like connecting a LAN cable to my phone.

ここまで近ければ、ヌルポイントも発生のしようがありません。

If it is this close, there is no way for a null point to occur.

しかしまあ、2.4GHz, 5GHzの電波を体にダイレクトの照射されているようなものです。

But well, it's like having 2.4GHz and 5GHz radio waves irradiated directly into your body.

何年か後に、『GHz帯の電波の直接照射によって、発ガン率が劇的に高まることが分かった』としても、その時には手遅れです

Even if we find out years later that direct exposure to radio waves in the GHz band dramatically increases cancer rates, by then it will be too late.

が ―― まあ、その場合、100万人オーダの同胞(世界中なら何億人の同胞)が道連れなので、多分、あんまり悔しくはならないと思います。

But -- well, in that case, I probably won't be too disappointed, since I'll have a million or so compatriots (or hundreds of millions of compatriots around the world) with me.

2021-11-05 『死刑になりたいから事件を起こした』 [長年日記]

―― 悪気がないのは、分かっているんだけど

"I know you don't mean any harm."

という場面があります。

We often find ourselves in these situations.

例えば、

For example,

■SNSで紹介された記事をクリックしたら、それが有料サイトで見られなかった時、とか

- When I clicked on an article featured on a social networking site and it was not available on a paid site.

■飲み会で、日本最高学府を卒業した人が数人が、自分の出身大学をディスっている話で盛り上がっている時、とか

- When a few graduates of Japan's highest university are having a good time at a drinking party, talking about how they disrespected their home university.

です。

私は、紹介した人や、盛り上がっている人たちを良く知っていて、彼らに『誰かを貶めよう』という気持ちが1mmもないことを知っていますが ―― やはり気分の良いものではありません。

I know the people I've introduced and the people I've had the pleasure of drinking with, and I know that they don't have the slightest desire to 'put anyone down' -- but it's still not a good feeling.

私、小田急沿線の住民であり、京王線も良く利用しています。

I am a resident of the Odakyu line, and I often use the Keio line as well.

小田急、京王とくれば、例の「無差別殺傷未遂事件」です。

When it comes to Odakyu and Keio, there is the "attempted indiscriminate murder case".

この事件について、『乗客で立ち向かえ』とか、バカなこと言っている、本当に救い難いバカがいます。

There are some really irredeemable idiots who are saying stupid things about this incident, such as "passengers should fight back.

「犯人はナイフしか持っていなかった」というのは、「今」だから分かることです。

We know "now" that "The killer only had a knife.

乗客はガソリンを体に撒かれて火を付けられていたかもしれませんし、もしかしたら犯人は『爆発物』を持っている可能性もあったのです。

The passengers could have had gasoline sprayed on their bodies and set on fire by the perpetrators, and maybe the perpetrators had 'explosives' in their possession.

Considering this situation, there is no doubt that "escape" is the best solution (even if it is localized) in that incident.

問題なのは、この事件の加害者の動機です。

The problem is the motive of the perpetrator in this case.

『死刑になりたいから事件を起こした』

"I did this because I want the death penalty"

全く意味不明で、このような動機で殺傷事件を起こす犯人に、対抗する手段はありません。

This motive makes no sense at all, and there is no way to counter a murderer with such a motive.

I had discussed this area 10 years ago.

しかし、今回は別の観点から考えてみました。

This time, however, I thought about it from a different perspective.

それは、

That is,

―― 悪意のない他人の振舞いを、悪意として把握してしまう能力の自己開発

"Self-development of the ability to grasp the behavior of others without malice as malice"

です。

冒頭の話は「え? 他人の、有料ニュースサイトの登録まで、考えなければならないの?」とか、「母校の話で盛り上がることが、いけないの?」と言われれば、まったく反論できません。

The first part of my story was "What? Do I have to think about subscribing to someone else's paid news site?" or "Is it wrong to get excited about my alma mater? I can't argue with that at all.

「『止めてくれ』と頼む」ことなど、どんなロジックを使っても導出できません。

No amount of logic can derive "ask them to stop".

しかし、ムカつきます ―― これは事実で、そして、理屈ではありません。

But it pisses me off -- this is a fact, and not a logic.

そして、この感情は予測不能です。

And these feelings are unpredictable.

例えば ―― 私のコラムを読むのが不快な人はいると思います。

For example -- I know there are people who are uncomfortable reading my columns.

下手すると、「私のコラムが存在していること」だけでなく、「私という存在」自体がムカついている人もいると思います。

If it is not good enough, I think some people are pissed off not only that my column exists, but that I exist at all.

もちろん、私は『理不尽だ』と叫ぶことはできますが、感情はいつだって理不尽なものです。

Of course, I can shout 'unreasonable,' but emotions are always unreasonable.

ですから、私は、娘たちにも良く言い聞かせています。

That's why I often remind my daughters of this.

『自分の出身校でのできごとを話でさえ、面白くないと感じる人がいる』

"There are people who find it uninteresting even to talk about your stories at your campus"

『いわゆる、高学歴と言われている人ほど、この件についてナイーブ(無知)になりがちだ』

"The more educated they are, the more naive they tend to be about this issue.

『だから、普段から会話の話題には十分に気をつけるようにしなさい』―― と。

"So, be very careful about the topics of your conversations"

繰返しますが、この手の事件の被害者は100%の被害者であって、加害者に配慮してやる必要なんぞはありません。

Again, the victims in these cases are 100% victims, and there is no need to give any consideration to the perpetrators.

しかし、この手の事件は、これからも続きます。

However, this type of incident will continue to happen.

根本的な解決方法はないでしょう。

There will be no fundamental solution.

他人の外見や振舞いなどから、予見や予測のみで、その人から離れておくこと

"To stay away from another person based solely on foresight or prediction based on his or her appearance or behavior"

―― これを『差別』と呼ぶ人もいるでしょう(例えば、私(江端))

"Some people may call this 'discrimination' (for example, it is me (Ebata)).

が、これからは、こういう予見や予測の能力が必要となる時代になっていくのかもしれません。

However, we may be living in an age where this kind of ability to foresee and predict will be necessary.


2021-11-06 「ええ、最近は『マインドコントロール』を少々・・・」 [長年日記]

I read "Mind Control" by Takashi Okada.

過去のマインドコントロール研究が、体系的に纏められており、とても勉強になりました。

I learned a lot from the systematic way in which past mind control research has been summarized.

私、ここ20年近く、機械やシステムのコントロール(制御)の研究開発をしてきました。

I have been doing research and development on control of machines and systems for almost 20 years.

そんでもって、そろそろ「人間のコントロール」に興味が湧いてきている、というのは、本当です。

And it's true that I'm getting more and more interested in "human control".

しかし、

But,

―― 江端が、再び『ダークサイド』に舵を切り始めた

"Ebata started to steer to the "dark side" again."

というのは、間違っています。

is not true.

そもそも、コロナ禍において、呼び掛けられている『行動変容』とは、広義の「人間のコントロール」です。

In the first place, the "behavioral change" called for in the Corona disaster is "human control" in a broad sense.

ですが、『行動変容』は、自分の信念を根本から変えてしまう「マインドコントロール」とは根本的に異なります。

However, "behavior change" is fundamentally different from "mind control", which is the practice of fundamentally changing one's beliefs.

マインドコントロールとは、その人のこれまでの人生での環境や考え方を叩き潰した上で、特定の思想や考え方を強制的に埋めこむものです。

Mind control is the process of forcibly implanting a particular thought or idea into a person's mind, after knocking down the environment and way of thinking that the person has had in his or her life.

とは言え、マインドコントロールの手法は、行動変容を誘導させる技術にも使えそうです。

Nevertheless, mind control techniques can be used for techniques to induce behavioral change.

(1)情報入力を徹底的に制限する(ゼロにする)、逆に、膨大な情報を与え続ける

(1) Thoroughly limit (reduce to zero) the input of information, and conversely, continue to provide a vast amount of information.

(2)高度な緊張下で、常時考えさせ続けて、脳を疲労状態に陥いらせる

(2) Putting the brain into a state of fatigue by keeping it constantly thinking under high tension.

(3)自己判断をさせないようにして、依存状態を維持し続ける

(3) Keeping them from making their own decisions and keeping them dependent on a specific person.

あれ、これの話どっかで見たな ―― と、デジャブを感じたので、少し考えたら『なんだ、ここ2年のコロナ禍におけるSNSやマスコミととそっくりじゃないか』と気がつきました。

I felt a sense of deja vu and thought, "Oh, I've seen this story somewhere before", and then I realized, "This is just like the social networking sites and the media in the last two years regarding the Corona disaster.

これは、「ワクチンを拒否し続ける人」だけでなく「ワクチンを肯定する人」にも、同じようなことが言えると思います。

I think this is true not only for those who continue to reject vaccines, but also for those who are pro-vaccine.

自分の調査と勉強と信念だけで、ワクチンの接種を決断した人、または、その拒否を決断した人 ―― そんな人は、ほとんどいないと思います。

I believe that there are very few people who have made the decision to vaccinate or refuse to vaccinate based solely on their own research, study and beliefs.

今のところ、私は、他人の脳を制御する(マインドコントロール)のような高度な技は使えませんが、自分で、自分の脳を破壊しかけたことがありました ―― ダイエットで。

I once bought a book exposing how the author used fake news on social networking sites to lead Trump to victory in the 2016 U.S. presidential election, but the author's writing style ("I'm awesome") made me uncomfortable, so I stopped reading it.

もう一度、読み直してみようと思います。

The Ebata house is equally far from all the stations, the nearest convenience store is a 10-minute walk away, and the closest supermarket is in a location that I can't muster the energy to walk to -- it's a bad location.

先日、GPSロガーで調べたら、標高76メートルの高台にあるため、浸水被害の可能性はないのですが、近くに土手があるので、土砂災害の可能性を完全には否定できません。

The other day, I checked with my GPS logger and found that there is no possibility of flooding damage because the house is located at an elevation of 76 meters above sea level. However, there is a bank nearby, so the possibility of landslide damage cannot be completely ruled out.

ハードウェアとソフトウェア(アルゴリズム)の進歩によって、チェス → 将棋 → 囲碁 のチャンピオンは、全てコンピュータに奪われてきました。

With the advancement of hardware and software (algorithms), the champions of Chess, Shogi, and Go have all been taken by computers.

しかし、チェス、将棋、囲碁のファンが減少しているかというと、そうでもないように思えます。

However, it seems that the number of chess, shogi and go fans is not declining.

私は、これらのゲームのトレンドについては良く知らないのですが、サブカル(コミック、アニメ、ラノベ)については、よく接しています。

I don't know much about these gaming trends, but I do know a lot about the subculture (comics, anime, and light-novel).

これらのフィールドから見ると、これらのゲームを題材としたコンテンツは、むしろ増えているような気がします。

As I look at these fields, I feel that the content based on these games is rather increasing.

また、『いわゆる』AI戦争と言われているものの、かなり正確な姿を描いている、という点でも高評価です。

家族を見ていても、あるいはNetFlixで海外ドラマを見ていても思うことなのですが、

『気持ち悪い』『不快』という感情だけで私の脳のパフォーマンスは100%に振り切れて、そのおっさん(おばさん)の前では、"LGBT"という概念は、吹っ飛びました。

コミックや小説や映画の「美しい」世界は、現実の世界とは、随分違うものであり、今の私は、その2つの距離を補完する媒介を持ち合わせていません。

LGBTが少しづつ日常的になることで、コミックや小説や映画の「美しい」世界と現実の世界の乖離が、少しづつ埋められていくことが必要なのだろう、と考えています。

2021-11-15 逆に、今回、私が無理矢理捻り出した、真逆の陰謀論「ワクチン非接種者殺害計画」の方が、現実味を増してきたような気がします。 [長年日記]

「ここ1ヶ月間のコロナ死者の7割がワクチン未接種、2回のワクチン接種後の死亡者は2%」というニュースが、昨日からニュースサイトに掲載されています。

News sites have been reporting since yesterday that "70% of coronary deaths in the past month were unvaccinated, and 2% of deaths occurred after two doses of vaccine.

でもって、このニュースの内容自体が、マスコミと政府の陰謀と信じている人もいるだろうなぁ、と思っています。

最近、クレジッドカード情報の流出事故が山のようにあります。

江端家がこれらの事故から免れたとは思えません。

以前の私なら、運転免許証の写真などを開示することには、もの凄い心理的抵抗がありました。

ワクチン接種証明書なんぞ、究極の個人情報です。

A vaccination certificate is the ultimate in personal information.

ですが、今の私は、かなり「どーでもよくなってきています」

But now I'm pretty sure I don't really care anymore.

実際、運転免許証とワクチン接種証明書の写真を送り込んで、アプリ登録を完了しています。

『アンガーコントロール』というのは、私には難しい ―― という話は、これまでに何度もしてきました。

I've often said that "anger control" is difficult for me.

『怒りが発生したら、6秒待て』と良く書かれていますが、私の怒りは、その程度のライフタイムではありません。

It is often said, "When anger arises, wait six seconds," but my anger does not have that kind of lifetime.

私の場合、6日、60日は、怒りが軽く維持しますし、へたすると6年間以上、維持し続けることがあります。

In my case, my anger stays light for six or sixty days, and sometimes for six years or more.

私は、一瞬で「カーッ」となるような怒りは少ないです。

I have very little anger that can boil over in an instant.

ネチっこくて、ダラダラと長く、かつ、自分のロジックで、怒りを連鎖反応させて、臨界に達するような、たちの悪い怒り方をします。

In my case, I have a nasty anger that is persistent, lingering and long, and using my own logic, I can set off a chain reaction of anger that reaches critical mass.

11月号のコラムの原稿(月末リリースの予定)を見直ししていて、『冗長だな』と思い、やむなく削除したフレーズを、ここに、残しておきます。

I was reviewing the draft of my column for the November issue (to be released at the end of the month), and I thought it was redundant, so I had to delete some phrases.

I've written a lot about those of us Japanese who are just crazy about the TOEIC in Japan, but don't want to go abroad and don't have the ability to use foreign talent

In this survey, I was shocked to learn that children's IT education, which has finally started in Japan, is almost 20 years behind that of the UK and the US, and I was also shocked at the small budget for IT R&D in Japan (*).

■国民のマイナンバーカードの取得率が低いのは、政府がメリットを提示できていないからです。

マイナンバーカードと運転免許証と保険証の統合をする程度のことに、何年かかっとるんだ? と思いますし、そこに、クレジットカードとSUICAも、機能アドインするくらいのことができんのかなぁ、と思っています。

The reason why people are not getting their own My Number cards is because the government has not been able to present the benefits. How many years is it going to take to integrate my number card with my driver's license and insurance card? I also wonder if it would be possible to add credit card and SUICA functions to the cards.

■私は、コロナ禍においてもリモートワークが進まなかった会社は、基本的に、社長一人が(×罰社員)がIT音痴である、ということを知っています。

社長は「できない」のではなく「やらない」ということも知っています。

社長が仕事のやり方を替えないのは「面倒くさい」からです。

I know that in companies where remote work was not promoted even during the Corona disaster, the president alone (not the employees) is basically IT illiterate. I know that it's not that the president "can't" do it, but that he "won't" do it. The reason why the president doesn't change the way he works is because it's too much trouble.

■IT統合が死ぬほど難しいことを、私は良く知っています。

ですから、私がシステムを作る時には、基本的にはスクラッチから作り直すことにします。

I know very well that IT integration is deathly difficult, so when I build a system, I basically rebuild it from scratch. However I also know that this is because my systems are experimental, and I am comfortable building them independently of organizational structure and internal political pressure.

■それでも、銀行システムが2021年だけで6回停止するというのは、『異常事態』である、ということは分かります。

電子政府とか、官民連携とかを、本気で実現したいのであれば、システム開発部隊の長に、社長、あるいは、内閣総理大臣ですら口を出せない程度と、協力な権限を与えなければ不可能であることは、私には「手に取るように分かる」のです。

The fact that the banking system will be shut down six times in 2021 alone is an extraordinary situation. If you really want to realize e-government or public-private partnership, you have to give the head of the system development unit a degree of authority and cooperation that even the president or the prime minister cannot interfere with.

■権力のあるITオンチが、システム開発の最大のガン、であることは、私にだって分かります。

だって、どうせ、やつら『何だか分からんが、とにかく動かせ!止めるな! 予算を越えるな!!』って叫んでいるだけでしょう?

なんでそんなこと分かるかって?

そりゃ、あの政治家たちのITオンチぶりを見ていれば、分かりますよ。

I know that IT illiterates with power are the biggest cancer in system development. Because, anyway, they're like, "I don't know what it is, but just move it! Don't stop! Don't exceed the budget!" How do I know that? Well, you only have to look at how IT-illiterate those politicians are.

コロナ禍の在宅勤務で、働き手が、終日自宅にいることが多くなりました。

With telecommuting during the Corona disaster, workers are now often at home all day.

嫁さんによると、『家の中で、旦那が一日中ジャージを着ていることに我慢ができない』という奥さんが多いのだそうです。

According to my wife, many wives say, 'I can't stand the fact that my husband wears their jersey all day long in the house'.

江端:「ジャージは、機能性に高い優れた衣服であると思うが?」

「萌えキャラ」というものが、最近、色々騒がれているようです ―― が、私は、妙なことに巻き込まれるのは嫌なので沈黙を決め込みます。

There seems to be a lot of fuss about "moe characters" these days -- but I don't want to get involved in anything strange, so I'll keep quiet.

私は、コラムの執筆が完了すると、イラストを描き始めるのですが、これは、私にとっては「自分に対するご褒美」みたいなものです。

When I finish writing a column, I start illustrating it, which for me is like a "reward" for myself.

まあ、私は、私のイラストに興味のある人がいるとは思っていません。

実際、「自分に対するご褒美」みたいな気持ちで描いているものが、そんなに凄いものになる訳はありません。

若い人に『手痛い失敗』をさせないことが大切だ ―― と思っています。

I believe that it is important not to let young people make "painful mistakes".

昔、どんなに説明しても『プログラムローディング方式はダメだ』と信じる部長がいて、研究ユニットの研究開発が滞ったことがありました。

In the past, there was a department head who believed that the program loading method was no good, no matter how much I explained, and the research unit's R&D was stalled.

もちろん、今や、プログラムローディング方式の一つであるJavaScriptは、Webブラウザで、複雑な物理計算結果を、その動きを示しながら表示できるまでになっています。

そして、「自分の失敗」を、「部下が成功させた」というのは、正直不愉快なことでもあります。

加えて、たちの悪いことに、上司は、「ロジカルに『それが上手くいかない理由』を部下に説明できてしまう」のです。

What's worse, the boss can "logically explain to the subordinate why it won't work.

こうして、生れる前のテクノロジーは、1mmの悪意もなく、組織的に運命的に潰されることになります。

(1)上司は、部下の暴走を見逃す、と言う勇気を持つこと。そして、見逃すことによって、その責任が自分に返ってくるという理不尽を受け入れること

(1)The boss must have the courage of, "I will overlook a subordinate's outburst". And, by letting it go, they must accept the unreasonable results that the responsibility will come back to them.

(2)部下は、上司に研究を報告しないこと。それが成功するまでは、黙って一人で孤独にアンダーテーブルで研究を続けること

(2)Subordinates should not report their research to their bosses. Until they succeed in doing so, they need to continue their research under-table in silence and in solitude.

という、報告・連絡・相談(ホウレンソウ)のアンチテーゼが必要である、ということです。

上司は部下の独断先行を苦笑いで許し、部下は自分の信じる研究を、自分の時間(睡眠時間、休日)でやるという覚悟をすることが必要です。

Bosses must be prepared to forgive their subordinates' arbitrary preoccupations with a wry smile, and subordinates must be prepared to do the research they believe in on their own time (sleep time, holidays).

コミュニケーションは大切です。

Communication is important.

ですが、非コミュニケーションも、それに劣らず大切なことなのです。

However, non-communication is just as important.

2021-11-26 『図表や文章の位置を変えたりしながら調整していくと、なんか、ちゃんとしたコラムになっている(ように見える)』 [長年日記]

「どこから手をつけたらいいのか分からない」ってこと、結構ありますよね。

"I don't know where to start" is pretty common.

私の場合、毎月のコラム原稿がそれです。

In my case, it's my monthly column manuscript.

とりあえず、思いつく図表を適当な枚数描いて、それを並べて、その図表に間に文章を流し込みます。

For now, draw as many charts and tables as I can think of, arrange them in a row, and pour text in between them.

If there's one piece of advice I can give to someone who has trouble with writing, I say to them,

『荒唐無稽で、デタラメで、論理破綻している文章を、まず、ザーっと100行くらい書いてみろ』

"First, write a hundred lines of ridiculous, bullshit, logic-defying text"

と言います。

その後で、その文章をバラバラにして再構成します。

After that, take the text apart and reconstruct it.

そして、これが大切なのですが、『未完成でもいいからネット等で公開する』ことです。

The most important thing is to publish your work on the Internet, even if it is not completed.

『ネットの向こう側で、嘲笑、失笑されている』と実感することが、大切です。

It is important to realize that you are being ridiculed and laughed at on the other side of the Internet.

実際にこの日記も、「最初の1行」を書いた後は、だらだらと適当に文章を書いて、それを並びかえたものです。

We Japanese tend to think that "only Japanese people are bad at English".

しかし、『英語に愛されない外国人』はいます ―― 恐らく、山のようにいます。

However, there are foreigners who are not loved by English language -- probably a lot of them.

今年の9月に、リモートで国際学会での発表と聴講をしていました。

In September of this year, I was remotely presenting and auditing at an international conference.

日本時間でスタート18:00、終了が02:00という、洒落にならない時間になりましたが ――

学会発表で、東欧の若い研究者(女性)の発表を聴講していたのですが、自信なさげで、声が小さく、論旨も良く分からない ―― という、発表がありました。

At the conference, I was listening to a presentation by a young researcher (female) from Eastern Europe, who seemed unsure of herself, her voice was quiet, and her argument was not clear.

『あ、これ、大学生だ。しかも、多分、教授にごり押しされて、発表させられたタイプだ』

"Oh, this is a college student. And she's probably the type of guy who was pushed into doing a presentation by her professor.

と、看破しました。

I've seen it through.

で、予想どおり、彼女は、座長(セッションの議長)からの質問に対して、全く答えられませんでした。

So, as expected, she could not answer any of the questions from the chairperson (the chair of the session).

答えられないプレゼンテータに対して、"evaluate"の言葉の意味を、座長が教えているのを聞いて、『・・・く、空気が重い』という苦痛の時間を体験しました。

I experienced a painful time when I heard the chairperson telling the presenters who couldn't answer the question what the word "evaluate" meant, and the air was heavy.

この質問時間は時間切れで終了したのですが、なんとも後味が悪いものでした。

This question period ended when time ran out, but it was a very bad aftertaste.

2021-11-29 『まあ、行政機関に対するストーカーなら、国民の権利だろう ―― 適正な運用の範囲であれば』 [長年日記]

As I wrote in my article "Disclosure of All Political Organizations Failing to Submit Political Fund Balance Reports Online," I went to the post office and submitted the Administrative Text Disclosure Request Form to Ministry of Internal Affairs and Communications (formerly Ministry of Public Management, Home Affairs, Posts and Telecommunications).

きっと記載不備を指摘されて、何回か再提出することになると思いますが ―― 完全正確な書類を作成する時間よりは、そっちの方が時間が短い(ことが多い)です。

I'm sure I'll be pointed out as incomplete and I'll have to resubmit several times -- that's less time (and often more) than it takes to create a completely accurate document.

私は、これを"ping処理"と読んでいます。

I call this "pinging".

Ping(ピンガー)とは、潜水艦が、敵潜水艦、または、駆逐艦等の洋上戦艦の位置を特定するために使われる、アクティブソナーの発する音波のことです。

A pinger is a sound wave emitted by an active sonar used by a submarine to locate an enemy submarine or an offshore warship such as a destroyer.

ネットワークの世界では、ターゲットのマシンの稼動を確認する為に、">ping (相手のIPアドレス等)"というコマンドインターフェースで使われています。

In the network world, the command interface ">ping (e.g. IP address of the other machine)" is used to check the operation of the target machine.

要するに「メッセージを投げつけられたら、応答せざるを得ない」という性質を利用したコミュニケーションです。

In essence, it is communication that takes advantage of the nature of "when a message is thrown at you, you have no choice but to respond.

まあ、相手側にとっては、甚だ迷惑なコミュニケーションであることは ―― 潜水艦であろうが、コンピュータであろうが、そして行政手続であろうが ―― 共通していると思います。

2021-11-30 「『無様に泣き叫ぶシニア』になる勇気」 ―― これが、私たちに残された老後戦略なのです。 [長年日記]

本日は、コラムがリリースされた日なので、日記はお休みです。

中国(大陸の方)では、高齢者がスマホを使い倒しているらしいです。

In China (the mainland), I heard that the elderly are using their smartphones to the fullest.

理由は単純で、

『政府は行政サービスをスマホで提供している。使う/使わないは、お前たちの勝手だ』

The government is providing government services through smartphones. It's up to you to use it or not."

と言い切って、スマホを使わない人をバッサリと切り捨てているそうです。

They seem to be cutting off people who don't use smartphones by saying the above.

スマホを使えなければ、生きていくことができない ―― そりゃ、だれだって、命懸けでスマホの操作を覚えるでしょう。

If they can't use a smartphone, they can't live -- anyone would risk their life to learn how to use a smartphone.

この話、結構、残酷なこと言っていると思いますが ―― 私も会社の中では同じような目にあっています。

I think this story is pretty brutal -- however, I've been through the same thing in my company.

会社は、社員の意見など聞くことなく、勝手に業務システムを変更してしまいます。

Companies change their business systems at will, without listening to the opinions of their employees.

それまで、蓄積してきたオペレーションの知識は、その瞬間、ドブに捨てられます。

At that moment, all the operational knowledge I have accumulated will be thrown away.

また1から、いや、ゼロから、学び始めなければなりません。

I have to start learning again from even scratch.

そして、どんなに恥しくても、大声で『助けて下さい!』と叫べない奴は ―― (社内で)死にます。

And those who can't shout out loud, no matter how embarrassing, "Please help me! (within the company) " will die.

面子もプライドもあったもんじゃありません。

There is no honor, no pride.

『無様に泣き叫ぶシニアたち』―― これが、ITシステムを使わされている世界の現状です。

"Senior citizens crying out in vain." This is the state of the world in which we are forced to use IT systems.

- are able to reach out to the voice.

国民の育成だと思うのです。

So -- please give up, all you elderly people, including me.

「『無様に泣き叫ぶシニア』になる勇気」 ―― これが、私たちに残された老後戦略なのです。

"To be a wailing old man". This is the only retirement strategy we have left.
