2013-10-16 「政府は一生懸命やってきましたよ」は、どーでもいいのです

昨日の続きなのですが、「平成25年版少子化社会対策白書 全文(PDF形式)」も読み始めました。

ちょっと驚いたのですが、我が国では、既に、1994年にエンゼルプラン(文部、厚生、労働、建設の4大臣合意)、1999 年に「少子化対策推進基本方針」、法律では、「少子化社会対策基本法」「次世代育成支援対策推進法」(2003年)を制定しているそうです。

つまり、ざっくり20年、これだけの対策、法律の制定をもってしても、出生率は下がり続けた、ということです。

ちなみに、これらの対策や法律の制定の有効性に関するレビューは、数値、表、グラフを含め、

『一文字もなし』です。

"1.26"という時期から、現在の"1.4"に持ち直しているのは事実ですが、これが、その施策の成果かどうかも分からないし、第一、20年かけても、2.0以上を達成していないという事実を、どう評価するかの記載が、絶無なのです。

次女の夏休みの研究でさえ、私は、その評価と考察は書かせますよ。それが記載されていない報告書は、何も報告していないからです。

「白書」とは「報告書」とは違うのでしょうか? でも、調べたら「政府の施策についての現状分析と事後報告を中心とした公表資料」となっているしなぁ。

肯定的であれ、否定的であれ、エンゼルプラン、法律の制定から現在に至るまでの「何かを書かなければならない」のではないでしょうか。

「政府は一生懸命やってきましたよ」は、どーでもいいのですよ。

その総括をちゃんとしてくれんと、国民としては困るのですよ。私の税金も使われているのですから。

なお、話はそれますが、「少子化社会対策基本法」「次世代育成支援対策推進法」も全文読みました。それほど、大変ではなかったです。凄く短かい法律でしたし。

しかし、両方とも、

■単なる組織の構成を書いているだけのように読めるし、

■罰則があっても、認定事業者の手続瑕疵に関することだけだし、

■地方自治体や企業に対する義務も、それに対する制裁規定も絶無のようだし、

うーん、この法律で「少子化」が、どういうアプローチで、どのように改善されるか、私には、全然分からん。

まあ、それはさておき。

私の申し上げたいことは、簡単です。

「この施策に効果はあった/なかった」→「だから今回の施策ではこうする」→「なぜなら、こういうこととが期待されるからである」

という記載として頂ければ、とりあえずは、私には理解可能となるのです。


2014-10-16 後輩:「江端さん。どうして連載を本にしないんですか」

私の後輩は、空気を読まない失礼な奴が多いのですが、その極めつけがこれです。

私は、遠足や修学旅行などは、前日の夜にしっかり睡眠を取り、当日は観光に集中したい生徒でした。

私も、私が希少な生徒であったことは認めます。

しかし、「個性」とは、本来こういうものであるはずなのです。

そして、こういう「個性」は絶対的な意味において、誰からも保護されることはありません。

2016-10-16 しかし、最近奇怪な現象が観測されて、頭をかかえています。

嫁さんの実家のビデオ監視システムが、私の期待通りに動いてくれません。

I am very sorry but I cannot work a video monitoring system of my wife's country house , as I expect.

そこで、自宅のセキュリテイシステムを使って、週末研究員モードで、Raspberry Piを含む、ビデオ監視システムのパッケージ化の作業を行っています。

So now I am, as a weekend researcher, developing a packaging of the video monitoring system with "Raspberry Pi". using my house security system,

といっても、既存のWebサーバとか、スクリプトを作る程度のことなのですが、昔に使い倒していた、UNIXコマンドとかを思い出すのに苦労しています。

色々な仮説を考えているのですが、案外カメラというのは、「人物の生気で動態検知しているのかもしれない」なーと思っています。

仕事でフラフラになって帰宅する私は、人間として認識してくれない、と。

2017-10-16 ―― 深夜の夜道で、落語を聞いて大爆笑しているサラリーマン

先日、イヤホンを忘れたので、イヤホンを外したまま、スマホでYoutubeを聞きながら歩いてみました。

The other day, I left my earphone, so I tried walking while listening to Youtube on a smartphone without a earphone.

深夜の自宅までの道程を、スマホのスピーカーを最大音量にしながら、 柳家喬太郎師匠の落語を聞いていました。

On the way to my home at midnight, I was walking while listening to the Rakugo of Mr. Yanagiya Kyotaro, with setting the volume to the maximum.

改めて試してみると、「イヤホンなし」というのは、なかなかいいものです。

2019-10-16 ですので、私は、人に説教垂れる「こと」が嫌いですし、人に説教垂れる「奴」はもっと嫌いです。

「英語に愛されないエンジニア」他、私はコラムで、色々なノウハウを語っています。

I described a lot of know-how in my columns, for example, "Engineers who are not loved by English"

しかし、私は『これらのノウハウは、私以外の人には、役に立たないだろう』ということを知っています。

However, I know well that "all of the know-how is useless expect for me"

例えば、

つまり、ノウハウというのは、徹頭徹尾、属人性(個々の個人に属するもの)なのです。

故に、他人のノウハウというのは、多くの場合、自分にとっては「生ゴミ」に過ぎません。

Therefore, "know-how" is just "wet refuse" for others in many cases.

I think they should use English abbreviations like Japan Tobacco → JT, Nippon Telegraph and Telephone Corporation → NTT, Japan National Railways (JNR) → JR to dispel the negative image of the word "Communist Party".

Japanese Communist Party → JC なんて良いと思うんですが、どうでしょうか。

How about "Japanese Communist Party → JC" ?

立憲民主党との選挙協力をするというイベントで、私に「ホゥ」と言せたのですから、ここは、党名を変える良いチャンスではないかと思うのです。

The event of electoral cooperation with the Constitutional Democratic Party made me say "Umm". So I think this is a good opportunity to change the name of the party.

どうせなら、Constitutional Democratic Party → CDPですので、『CDP + JC 連合』と言い切ってしまえば、もう、何が何だか分からなくなります。

Wife: "I would get 'mad' if you spend money for a online game, but with books, I think that I don't"

江端:「ちなみに、私もそう思う ―― ただ、両者の違いを論理的に説明ができないんだよなぁ」

Ebata: "I agree, however I just can't logically explain the difference between the two."

嫁さん:「投資に対して、報酬があるから?」

Wife: "Reward for investment?"

江端:「(論旨が)弱い。ソシャゲでも『自分が楽しい』という報酬がある」

Ebata: "(The argument is) weak. Even in online games, there is a reward of 'it makes me enjoy'."

嫁さん:「では、その『楽しい』が、夫婦で共有できないから?」

Wife: "Because couples can't share 'the enjoy'?"

江端:「確かに、本は共有できるけど ―― でも、まだ"弱い"なぁ」

Ebata: "Sure, we can share books - but it is still "weak".

Reading an English book and presenting an English presentation for an hour -- I think that kind of thing is the domain of "engineers who are loved by the English language.

でも、必須単位取れないと、卒業できないしなぁ。

But if I don't get the required credits, I won't be able to graduate.

というか、卒業したらどうだというんだ? 就職に有利てか? もうリタイア目の前なのに?

However, what do I think about graduating? What about the job opportunities? Even though I'm about to retire?

―― あ、これは考えたらダメなやつだ

と思ったので、もう止めます。
